Requires newly elected or appointed board of education members to complete a minimum of six hours of training on financial oversight, accountability, and fiduciary responsibilities within their first year of service.

Adds requirement for first-term board members to complete an additional training course on the powers, functions, and duties of boards of education and other governing authorities affecting public education, within the first year of their term.

Specifies that the financial training curriculum must be approved by the commissioner in consultation with the comptroller, while the general training curriculum requires only commissioner approval.

Allows training to be offered by commissioner-approved providers and may be delivered as a single combined course or as separate courses.

Exempts board members seated or appointed before the effective date of this amendment from the general training requirement, though they remain subject to the original financial oversight training if newly elected after July 1, 2005.
