Amends Labor Law Section 463 to establish a right of review by the Board of Standards and Appeals for commissioner decisions denying explosives licenses or certificates, or denying renewal or revocation thereof.

Creates a five-member Pyrotechnic Review Board appointed by the Governor, Temporary President of the Senate, Speaker of the Assembly, and both minority leaders, with the Governor designating the chair.

Requires board members to represent businesses in display pyrotechnics presentation, manufacture, distribution, industry consultants, or members of the general public with pyrotechnic experience, with no more than one member from any single business or organization.

Authorizes the Pyrotechnic Review Board to review and prescribe rules and regulations for pyrotechnics transport, storage, display, safety, and pyrotechnician certification, and to advise the commissioner on industry standards.

Takes effect sixty days after becoming law.
