Establishes the "Higher Education Community Service Act" to promote and recognize volunteer service involvement by postsecondary students in New York.

Creates a Council for Higher Education Community Service with eleven members (Commissioner ex-officio, ten appointed by Governor, including two students) to oversee a statewide postsecondary community service center.

Council responsibilities include identifying quality community service programs, providing incentives for long-term volunteer participation, disseminating volunteer project information, and monitoring program effectiveness.

Requires the Council to petition the Regents within ninety days to incorporate the New York Foundation for Higher Education Community Service as a not-for-profit corporation to receive and distribute private funds for community service activities.

Mandates annual reports to the Governor and legislative leadership on implementation progress and future recommendations, with the act taking effect September 1st following enactment.
