Removes the 15-year time limit on tax exemptions for properties with solar or wind energy systems or farm waste energy systems, making the exemption permanent.

Extends exemption eligibility to solar energy systems installed on one, two, three, or four family homes on or after January 1, 2012.

Eliminates provisions allowing counties, cities, towns, villages, and school districts to opt out of the exemption by local law or resolution.

Removes the requirement for property owners to enter into "payments in lieu of taxes" contracts, which previously capped exemption benefits at 15 years.
