Transfers authority for creating, consolidating, dividing, or altering election districts from local legislative bodies to boards of elections statewide, except for certain cities and counties that already had this authority (Buffalo, New York City, Monroe, Nassau, and Suffolk counties).

Allows multiple contiguous election districts to share a single polling place if the voting system can produce separate and distinct vote totals for each district using certified New York State voting machines.

Changes polling place capacity requirements from accommodating "at least ten voters at one time" to requiring sufficient space and resources based on actual voter numbers and voting system deployment per state regulations (9 NYCRR 6210.19).

Requires boards of elections to deploy voting systems, election workers, and resources in sufficient numbers to accommodate all eligible voters at each polling place.

Takes effect immediately upon enactment.
