Establishes a Green Jobs Subcommittee within the State Workforce Investment Board to coordinate workforce development in the green economy, with representation from government agencies, labor organizations, educational institutions, environmental groups, and private sector stakeholders.

Requires the Subcommittee to collect and analyze statewide labor market data on green economy sectors including renewable energy, energy efficiency, green construction, biofuels, recycling, and public transportation to identify job opportunities and workforce skills gaps.

Directs the Subcommittee to develop and expand job training programs that match green economy needs, prioritizing underserved populations including at-risk youth, low-income workers, veterans, Native Americans, formerly incarcerated individuals, and people with disabilities.

Requires the Subcommittee to work with educational institutions to develop green economy curricula and programs at colleges, universities, and K-12 schools, building on existing programs at SUNY Delhi, SUNY Farmingdale, Hudson Valley Community College, and Bronx Community College.

Mandates the Subcommittee to facilitate creation of local green jobs corps in municipalities and submit annual reports to the Governor and Legislature on labor market outcomes, program participation rates, job placement rates, and wage data.
