Establishes an educational outreach program within the Department of State to raise awareness about the harms of adolescents sending, receiving, or posting provocative or nude images online.

Program shall promote increased awareness of long-term privacy harms and coordinate public and private educational efforts involving educators, community organizations, and other groups targeting adolescents and their parents/caregivers.

Authorizes awareness strategies including public service announcements, radio and television advertisements, posters, internet postings, community forums, and distribution through educators and mentors.

Creates an affirmative defense in penal law for individuals under 18 years old with less than four years age difference to the recipient, where both parties consented and the defendant did not profit, but defense does not apply to subsequent transfers of the depiction.

Takes effect immediately, except the educational program provisions take effect 90 days after the bill becomes law.
