Amends Highway Law Section 10 to require consideration of safe travel for all users—motorists, pedestrians, bicyclists, and public transportation users of all ages and abilities—in planning, design, construction, reconstruction, and rehabilitation of state, county, and local transportation facilities receiving federal or state funding.

Defines "complete street design features" to include sidewalks, paved shoulders for bicycles, lane striping, bicycle lanes, crosswalks, pedestrian signals, bus pull-outs, curb cuts, raised crosswalks, and traffic calming measures.

Permits exceptions to complete streets requirements only when the commissioner and relevant agency demonstrate with public documentation that bicycle/pedestrian use is prohibited by law, costs would be disproportionate to need, or there is demonstrated lack of need based on land use, traffic volumes, and population density.

Requires the Department of Transportation to publish a compliance report within two years showing how transportation agencies have implemented complete streets design and changed procedures, including best practices and any guidance document revisions.

Takes effect 180 days after becoming law.
