Requires junk dealers to obtain and retain copies of seller's government-issued photographic identification and a signed statement detailing when, where, and from whom property was obtained, along with seller's personal information, and file this information with local police or sheriff within the purchase jurisdiction

Prohibits the sale, purchase, or offering for sale as junk of street signs, propane containers for forklifts, funeral markers, or any metal items bearing markings of governmental entities, utility companies, cemeteries, or railroads, except by authorized representatives of those organizations

Establishes that violations by junk dealers constitute misdemeanors with forfeiture of business license, and repeat violations (three or more convictions within ten years) constitute Class E felonies; violations by sellers are subject to fines up to one hundred dollars unless intentional, in which case they are misdemeanors

Requires scrap processors to record all purchases of ferrous and nonferrous scrap metal, retain government-issued photographic identification copies for three years, and obtain seller signatures; makes it unlawful for sellers to refuse or provide incorrect information

Applies the article's regulations to all municipalities including cities with populations over one million and supersedes conflicting local laws, with specific exception for New York City Local Law 50 of 2007
