Authorizes New York City to discontinue use of three parkland parcels in Brooklyn (totaling approximately 9.30 acres) and transfer them to the NYC Economic Development Corporation for sale or disposition as part of a Coney Island comprehensive development plan.

Requires the Abe Stark Rink on discontinued parkland not be demolished until a replacement rink is constructed within the Coney Island area, with the goal of maintaining continuous ice skating activities.

Conditions the discontinuance on the city acquiring and dedicating replacement parkland of equal or greater fair market value; if the dedicated land value is less, the city must dedicate the difference toward acquiring additional parkland or capital improvements in Brooklyn.

Authorizes the Department of Parks and Recreation to lease approximately 9.37 acres of parkland to the NYC Economic Development Corporation for amusement park operations for twelve years, exempt from certain charter approval requirements if consistent with the Coney Island Amusement Park Project Plan.

Permits easements for pedestrian and vehicle access through parkland and an air space easement over parkland for the Wonder Wheel landmark, conditioned on the city dedicating fair market value amounts toward new parkland acquisition or capital improvements in Brooklyn.
