Extends the May 15, 2010 expiration date of ticket resale regulations to May 15, 2011, with section 25.11 (buffer zone prohibitions) surviving the repeal.

Prohibits resale of tickets within 1,500 feet of entertainment venues with over 5,000 seats or within 500 feet of venues with 5,000 or fewer seats, plus extends restrictions to designated ticket offices.

Bans use of automated ticket purchasing software to bypass security measures on ticket websites, with civil penalties of $500-$1,000 per violation and criminal penalties of $1,000-$5,000 for repeat offenders within five years.

Prohibits operators from restricting resale of subscription or season tickets, denying admission based on resale status, or using non-transferable paperless ticketing; allows restrictions only for promotional/discounted tickets and tickets for persons with disabilities.

Requires licensed ticket resellers to report ticket resale data semi-annually (June 30 and December 31) to the Consumer Protection Board, including total number and average resale prices by event.
