Amends the Economic Development Law to authorize the Commissioner of Economic Development to contract for publication of a state travel guide to promote tourism, with provisions allowing the contractor to sell advertising.

Requires the Commissioner to promulgate regulations by November 1st following enactment to govern bid preparation, contractor selection, and travel guide publication, including limits on advertising to no more than 30 percent of available space.

Mandates regulations establish editorial content responsibility, equitable free listing of New York state attractions and activities, commissioner approval at critical development stages, and minimum financial terms and contractor securities.

Directs the Commissioner of Economic Development, in cooperation with the Commissioner of Agriculture and Markets, to develop a program promoting and distributing statewide and regional guides to farms, farmers markets, and agriculturally significant tourist destinations.

Takes effect 180 days after enactment into law.
