Department of Labor, in consultation with the Office of Children and Family Services, shall conduct a pilot program in three residential facilities to provide job and vocational skills training to adjudicated juvenile delinquents or offenders.

Pilot program shall combine integrated support services, educational, vocational and job skill training to prepare youth for higher education and higher wage jobs in growing occupational fields.

Youth participating in school or receiving educational services must be offered program participation at times that do not conflict with their education schedule.

Participating youth names and identifying information shall remain confidential and protected under law.

Department of Labor and Office of Children and Family Services shall issue a joint report to legislative committees by December 31, 2011, including program status, number of youth served, length of services, and employment and educational outcomes.

Act takes effect immediately and expires April 1, 2012.
