Allows New York City to include utility work (maintenance, relocation, removal, or improvement of private energy, telecommunications, and other facilities) in public water tunnel capital program contracts within a defined area south of West/East 72nd Street in Manhattan.

Requires the city to award combined contracts to the lowest responsible bidder based on total public and utility work costs, with utility facility owners reimbursing the city for any cost increase from combining the projects.

Mandates that if a single-agency-work bid is more than 20 percent below the average of the next two lowest bids, the city must award the contract for agency work alone instead of the combined bid.

Requires the city to monitor and participate in dispute resolution between contractors and utility facility owners when utility work is included in contracts.

Expires December 31, 2014, and applies only to contracts entered into or formally solicited between the effective date and the expiration date.
