Repeals and replaces Section 5 of the Executive Law to establish comprehensive recordkeeping policies for the Governor and Executive Chamber staff.

Defines "Governor's Records" as correspondence, memoranda, reports, and other documentary materials created or received by the Governor and immediate staff relating to official duties, excluding personal records, agency records, and reference materials.

Requires the State Archives to assume custody of Governor's Records upon completion of a gubernatorial term and make them available to the public as rapidly as possible.

Allows the Governor to restrict access to certain records for up to 15 years after leaving office for information relating to state appointments and matters exempt under the Public Officers Law.

Amends the Arts and Cultural Affairs Law to require the State Archives to assist the Legislature and civil departments in establishing recordkeeping policies and procedures to preserve records with historical or research value.
