Amends the definition of "best value" in state procurement law to require consideration of an offerer's diversity practices, including hiring and retention of minorities and women in management and senior positions.

Defines "diversity practices" to include: employing minorities and women in senior management; hiring and promoting minority and women employees; utilizing certified minority and women-owned business enterprises as subcontractors; forming partnerships with minority and women-owned businesses; and utilizing subcontractors demonstrating commitment to diverse staffing.

Exempts public authorities from competitive bidding requirements for purchases of goods or services from small businesses, minority or women-owned business enterprises, or recycled/remanufactured goods and technology up to $100,000 without formal competitive process.

Takes effect immediately, with amendments to state finance law's definition of "best value" deemed repealed upon repeal of that section.
