Directs the State Fire Prevention and Building Code Council to update New York's energy code for residential buildings within 18 months whenever the International Energy Conservation Code is revised, ensuring the state code meets or exceeds the updated standards or achieves equivalent energy savings.

Removes the "cost effectiveness" requirement based on a 10-year payback period and instead requires residential building energy code amendments to continue meeting or exceeding the most recent International Energy Conservation Code standards.

Requires all new residential buildings to obtain a Home Energy Rating System (HERS) rating from a certified rater and demonstrate at least a 20 percent reduction in modeled energy consumption compared to a baseline building meeting minimum code standards.

Requires new residential buildings with a single dwelling unit of 6,000 square feet or greater to demonstrate at least a 35 percent reduction in modeled energy consumption and achieve a minimum HERS rating of 87.

Establishes a goal of achieving 90 percent compliance with the state energy code in new and renovated residential building space subject to the code.
