Amends County Law Section 217 to allow counties to enter into contracts to share county jail construction, financing, improvement, and maintenance with other counties or the state.

Contracts for shared county jails may run concurrent with bond or long-term financing associated with jail construction or improvements.

Shared jail agreements must include provisions for proportionate cost distribution among contracting counties, and bonding or financing mechanisms may be amended with mutual consent of each county legislature and county executive approval (overridable by two-thirds vote of the governing body).

Physically locates any shared county jail in one of the contracting counties and permits counties to contract with another county to share financing, maintenance, and improvements to existing jails that meet state corrections requirements or have approved waivers.

Takes effect immediately upon enactment.
