Requires all health insurance policies that cover prescription drugs to allow limited early refilling of prescription eye drop medications that have been approved for coverage, without regard to standard early refill restrictions.

Early refills of eye drop prescriptions must be limited in quantity to not exceed the remaining dosage initially approved for coverage, to the extent practicable.

Applies the same early refill requirements to policies issued by health maintenance organizations (HMOs) and other insurance products covering prescription drugs.

Permits pharmacists to contact the prescribing physician or health care provider to verify prescriptions for early eye drop refills.

Takes effect immediately and applies to all policies issued, reissued, renewed, modified, or amended on or after the date of enactment.
