Establishes new standards for member item appropriations, defining them as budgetary allocations from legislative and executive community projects funds to tax-exempt nonprofits, state agencies, municipalities, or educational institutions.

Prohibits member items when conflicts of interest exist, including funding organizations that employ the legislator/governor, their family members, household members, or staff, or where they hold decision-making positions or serve as volunteers.

Requires legislators and the governor to submit signed conflict of interest forms disclosing all political donations received from intended member item recipients and attesting under penalty of perjury that no conflicts exist.

Mandates that member items be fully itemized in the state budget with each legislator's or governor's request identified separately, and requires public disclosure of member item details at least 24 hours before budget approval.

Grants the Legislative Ethics Commission authority to review violations of member item qualification standards and requires recipient organizations to certify proper use of funds, with annual audits by state agencies.
