Establishes the "New York solar industry development and jobs act of 2010" to develop a solar power industry in New York by requiring retail electric suppliers to procure solar renewable energy credits (SRECs) annually, with requirements escalating from 0.05% of total electric sales in 2012 to 2.50% by 2025.

Requires electric distribution companies to meet at least 20% of annual SREC obligations through small retail distributed solar energy generation (systems ≤50 kW) and an additional 30% through retail distributed solar energy generation of any size.

Establishes automated SREC tracking system and allows retail electric suppliers unable to meet procurement obligations to make "solar alternative compliance payments" at rates set by the Public Service Commission to stimulate solar development.

Creates tariff structure for SREC purchases from qualified solar energy generators, with building-integrated photovoltaic equipment receiving 125% of the standard tariff rate for small retail systems.

Requires the New York State Energy Research and Development Authority to procure SRECs on an annual schedule from 2012-2025, with reporting requirements to state officials beginning July 1, 2013 and continuing through 2026; all provisions expire upon implementation of a substantially similar federal program.
