Requires plumbing and electrical work valued over $10,000 performed by independent contractors on school buildings to be supervised and/or completed by a licensed master plumber or licensed electrician, if required by the local municipality where the building is located.

Master plumbers and electricians must provide a copy of their valid license prior to commencement of work if a license is required by the local municipality, or the general contractor must submit copies of subcontractor licenses if work is under the local threshold.

Exempts such work from municipal permit and inspection requirements.

Amends Education Law Section 408-c and General Municipal Law Section 101 to establish these requirements.

Effective immediately upon enactment.
