Establishes the "Lupus Education and Prevention Fund" to be jointly administered by the Commissioner of Taxation and Finance and the Comptroller for lupus education and prevention projects approved by the Department of Health.

Allows taxpayers to voluntarily contribute whole dollar amounts to the lupus fund on both corporate income tax returns (Section 209-H) and personal income tax returns (Section 630-C) without reducing their tax liability.

Adds lupus education and prevention to the Department of Health's required public health information programs under Public Health Law Section 207, including an advisory council with representatives from lupus patients, families, and healthcare providers.

Authorizes the Department of Health to make grants to public and not-for-profit entities for lupus education and prevention programs from fund revenues.

Takes effect immediately upon enactment.
