Creates a temporary "New York state Triangle Shirtwaist Fire 100th anniversary commemoration commission" with 13 members including state commissioners (parks, education, economic development, labor), representatives from ILGWU, NYU, National Women's Hall of Fame, FDNY, and Fashion Institute of Technology, plus four members from the reenactment community appointed by legislative leaders

Commission shall coordinate and execute educational and tourism events from March 25, 2011 through October 14, 2011, highlighting the Triangle Shirtwaist Factory site, Mount Richmond Cemetery, and Cemetery of the Evergreens

Requires commission to promote Triangle Shirtwaist Fire educational studies in grades kindergarten through 12 in New York state schools and focus on the founding of the American Society of Safety Engineers and the International Ladies' Garment Workers' Union

Commission members receive no compensation but are reimbursed for actual and necessary expenses; members who miss three meetings have their seat declared vacant

Act takes effect immediately and automatically expires and repeals on October 14, 2011
