Removes the 30-day exchange exception that previously allowed returned bedding to be classified as "new," redefining "used" bedding as any components, articles or materials not classified as new.

Prohibits used bedding from being transported, stored, or sold with new bedding unless it has been sanitized using a Department of Health-approved method to kill bedbugs, dust mites, insects, molds, fungi, and germs, or enclosed in plastic/polyethylene film to prevent contamination.

Changes inspection requirements for bedding manufacturing, renovation, and sales locations from discretionary to mandatory annual inspections by the Secretary of State, including authority to inspect sanitization processes.

Takes effect 60 days after becoming law.
