Extends the deadline for applications and certifications under the Energy Cost Savings Program and Lower Manhattan Energy Program from July 1, 2010 to July 1, 2013.

Allows non-residential premises to remain eligible for special rebates and discounts if they meet criteria under real property tax law titles 2-D or 2-F, industrial development agency financing, or city/state urban development corporation ownership, with application deadlines extended to July 1, 2013.

Extends the certification deadline for eligible energy users, on-site cogenrators, and clean on-site cogenrators to July 1, 2013, allowing continued eligibility for energy rebates under the program.

Amends both New York State general city law and New York City administrative code to make the deadline extensions consistent across all relevant sections governing the energy rebate programs.

Takes effect immediately upon enactment.
