Defines "television" to include combination televisions, television monitors, component televisions, and any product marketed as a television, expanding beyond the previous definition that excluded multifunction TVs with VCR, DVD, DVR, or EPG functions

Establishes energy efficiency standards for televisions manufactured on or after January 1, 2011, requiring no more than (0.20 × screen area in square inches + 32) watts in active mode and 1 watt in standby-passive mode

Increases efficiency requirements for televisions manufactured on or after January 1, 2013, reducing the active mode limit to (0.12 × screen area in square inches + 25) watts while maintaining the 1 watt standby-passive mode requirement

Mandates that active mode and standby-passive mode energy consumption be measured according to International Electrotechnical Commission standards as applied by the EPA's Energy Star Program Requirements for Televisions, versions 4.0 and 5.0

Prohibits the sale or offering for sale of any television manufactured on or after January 1, 2011, in New York State unless it meets the established efficiency standards
