Amends New York City Administrative Code to require persons obtaining permits for construction, excavation, or demolition operations to procure and maintain insurance protecting adjacent property owners and occupants from all risks of loss, damage, or injury arising from the work.

Mandates submission of proof of insurance to the Department when applying for a permit for construction, excavation, or demolition work.

Requires permit holders to provide proof of insurance together with the permit to owners of adjoining property at least 30 days prior to commencement of the construction, excavation, or demolition work.

Takes effect immediately upon enactment.
