Amends Penal Law Section 405.00 to allow cities, towns, and villages to enact local ordinances exempting qualified religious organizations from permit fees for fireworks displays.

Exemption applies to premises owned or operated by religious institutions, religious corporations, or associations organized exclusively for religious purposes and qualified as tax-exempt under Internal Revenue Code Section 501(c)(3).

Preserves local authority to regulate or prohibit fireworks use related to television broadcasts.

Takes effect immediately upon enactment.
