Amends the Public Authorities Law to define the Richardson Center Corporation as an educational institution.

Authorizes the Commissioner of General Services to sell and convey approximately 42 acres of former Buffalo Psychiatric Center land to the Richardson Center Corporation with consent of the Commissioner of the Office of Mental Health.

Requires the Richardson Center Corporation to submit an accurate survey and legal description of the property to the Commissioner of General Services for approval before conveyance.

Mandates that transferred land be used exclusively for the Richardson Olmsted Complex mixed-use campus development and reverts to the State of New York upon termination of such use, while preserving any existing reversion rights of the City of Buffalo.

Requires the Richardson Center Corporation to apply for the land transfer within one year of the act's effective date.
