Creates a new crime of "criminal possession of embalming fluid" as a Class A misdemeanor for knowingly possessing embalming fluid with intent to use it for human ingestion or inhalation, or to sell it to someone with knowledge they intend such use.

Defines "embalming fluid" as chemicals or substances manufactured primarily for use by licensed funeral directors, undertakers, embalmers, or registered residents to prepare, disinfect, or preserve deceased bodies.

Prohibits funeral directors, undertakers, embalmers, and registered residents from knowingly giving, selling, or offering to sell embalming fluid to unlicensed individuals outside the scope of their professional activities.

Adds the definition of embalming fluid to the Public Health Law for consistency across statutes.

Takes effect 180 days after enactment.
