Adds definition of "criminal transaction" to Criminal Procedure Law Section 20.10 as conduct establishing at least one offense comprised of two or more acts that are closely related in time, circumstance, criminal purpose, or objective and constitute a single criminal incident or venture

Expands jurisdiction for identity theft and unlawful possession of personal identification information prosecutions to include any county where part of the offense occurred, regardless of defendant's physical presence in that county

Allows prosecution in the county where the person who suffered financial loss resided at the time of the offense

Allows prosecution in the county where the person whose personal identification information was used resided at the time of the offense

Requires law enforcement agencies in any such county to take a police report and provide the complainant with a copy at no charge; effective 180 days after enactment
