Creates a High Performance Computing Program within the Foundation for Science, Technology and Innovation to fund projects connecting researchers and businesses with New York State's high performance computing resources.

Awards funds to New York State academic research institutions or partnerships through a request for proposal process, with applicants required to submit business plans, descriptions of economic development impact, staffing plans, performance metrics, and implementation timelines.

Permits program funds to be used for application support, software development, education and training, personnel (computational scientists, domain scientists, software engineers), computer equipment and software resources, and other costs determined by the Foundation's board.

Requires the Foundation to issue requests for proposals by August 1, 2011 and every three years thereafter, with awards made within 90 days of the request issuance.

Mandates annual reporting by fund recipients beginning December 1, 2012 to track grant amounts, collaborators, investments, economic impact including job creation, and competitiveness improvements, with the Foundation forwarding evaluations to the Governor and Legislature by February 1, 2013 and annually thereafter.
