Changes the "Municipal Sustainable Energy Loan Program" to the "Municipal Sustainable Energy Financing Program" to allow municipalities to arrange various forms of financing beyond direct loans, including credit support from the New York State Energy Research and Development Authority.

Authorizes municipalities with tax lien enforcement powers to issue bonds or use other funding sources to finance renewable energy systems and energy efficiency improvements for property owners, with repayment through property assessments collected like municipal taxes.

Permits municipalities to contract with the Authority to sell or assign financing arrangements, and allows the Authority to purchase these arrangements using bond proceeds or Green Jobs-Green New York Fund moneys.

Expands eligible energy efficiency improvements for one to four family residential properties to include combustion health and safety repairs required to meet certifying standards, and allows cities with populations over one million to establish their own cost-effectiveness criteria and approved renewable energy technologies.

Establishes procedures for creating assessment districts across multiple municipalities, requires written consent from property owners before assessments are imposed, and applies real property tax enforcement laws to collection of unpaid assessments.
