Amends the designation of the "Senator Warren M. Anderson Expressway" to encompass the entire length of Interstate Route 88 from its intersection with Interstate 81 in the town of Chenango, continuing northeasterly to its intersection with Interstate 90 at exit 25-A near Schenectady, removing the previous extension along Interstate 90 to Albany.

Designates New York State Route 7 in the village of Port Dickinson, Broome County, from the northern boundary of the city of Binghamton northerly to its intersection with Interstate 88 near the town of Fenton, as the "Officer Aldo Rossi Junior Memorial Highway".

Requires the commissioner of transportation to install and maintain signage for the designated highways.

Specifies that both designations are ceremonial in nature and shall not change the official names of the highways to avoid confusion and commercial disruption.

Takes effect immediately upon enactment.
