Authorizes Cortland County to impose an additional surcharge not exceeding 65 cents per access line per month on communications service customers to fund Enhanced 911 (E911) emergency telephone system costs

Requires any local law imposing the surcharge to specify the surcharge amount, billing start date, and E911 service start date, with service suppliers permitted to begin billing before the system becomes operational

Mandates service suppliers receive a minimum of 45 days written notice before the surcharge begins or any surcharge modifications take effect

Exempts lifeline customers, public safety agencies, and the municipality that enacted the surcharge from paying the fee, and limits surcharge application to no more than 75 exchange access lines per customer per location

Automatically expires and repeals 10 years after the act takes effect
