Expands electronic filing program authorization to Supreme Court in Westchester County and specifies Livingston, Monroe, Rockland, and Tompkins Counties for pilot programs, while restricting facsimile transmission use to the Court of Claims only.

Requires the chief administrator of courts to consult with county clerks before authorizing electronic means in their counties and to obtain agreement from county clerks in the four specified counties before eliminating consent requirements.

Mandates the chief administrator submit annual reports to the legislature, governor, and chief judge starting April 1, 2011 evaluating the electronic filing program and recommending legislation for broader use without consent requirements.

Establishes an advisory committee with at least half of members recommended by the New York State Association of County Clerks to consult on program implementation in Supreme Court.

Makes permanent the authorization for using credit cards to pay court fees, fines, and surcharges by removing the five-year expiration date previously set in chapter 457 of the laws of 2005.
