Legalizes, validates, ratifies and confirms all proceedings and actions taken by the town of Brutus, Cayuga County in establishing and funding water district no. 7, notwithstanding any provision of local finance law or general municipal law.

Town of Brutus drilled a water line under the New York State Thruway at a cost of $35,000 while the thruway was under repairs, saving taxpayers an estimated $165,000 in costs compared to installing the line after repairs were completed.

Town of Brutus was unable to properly post notices and hold public hearings due to the need for quick action to install the pipe during the optimal access window created by thruway construction.

Water district no. 7 assumed a $35,000 statutory installment bond taken from Savannah Bank, to be repaid over a ten-year period at 1.5 percent interest, with the district now responsible for repaying the advance to the general fund.

Act takes effect immediately upon passage.
