Expands the comptroller's audit authority to include any organization (except public corporations) that is directly or indirectly controlled by municipal corporations, industrial development agencies, districts, or agencies.

Defines control to include circumstances where municipal officers or employees acting officially can select a majority of an organization's highest policy-making body, constitute a majority of voting strength selecting leadership, or serve ex officio as majority members or chief executive officer.

Extends control definition to organizations controlled by other controlled organizations, creating a chain of audit authority over subsidiary entities.

Limits compulsory appearance and examination of witnesses in controlled organization audits to the county where the organization has its principal headquarters.

Takes effect immediately upon enactment.
