Creates a statewide exam for Director of Facilities I, II, and III positions in school districts, to be developed by the Department of Civil Service with eligibility criteria based on qualifications and experience.

Grants permanent appointments without examination to current employees holding permanent competitive class appointments in equivalent facilities director positions across all New York counties as listed in the bill, as of the date the first exam is administered.

Establishes that statewide eligible lists for Director of Facilities positions shall be used by school districts, with no residence restrictions applied to candidates for these positions.

Finds that adequate operation of school facilities requires specialized personnel and that requiring competitive exams for current long-standing employees could disrupt facility operations and endanger student safety.
