Adds definition of "electronic prescription" to Education Law as a prescription created, recorded, stored, and transmitted by electronic means with an electronic signature, in compliance with regulations from the Commissioner of Education, Commissioner of Health, and federal requirements.

Defines "electronic signature" as an electronic sound, symbol, or process attached to an electronic prescription and executed by a person with intent to sign it, subject to regulatory approval.

Requires electronic prescriptions to provide for prescriber's electronic signature to validate the prescription, with electronic direction to dispense as written replacing handwritten "d a w" notation.

Permits electronic prescriptions to comply with generic substitution requirements through electronic means rather than physical signature and handwritten marks on prescription forms.

Takes effect immediately upon enactment.
