Extends the expiration date of the Power for Jobs program and Energy Cost Savings Benefits program from June 2, 2010 to June 16, 2010.

Modifies eligibility criteria for energy cost savings benefits to include customers served by the Power Authority of the State of New York and certain political subdivisions through June 16, 2010.

Expedites the awarding of energy cost savings benefits and Power for Jobs electricity savings reimbursements granted between June 30, 2009 and June 16, 2010, deferring compliance review until after awards are made.

Allows recipients of Power for Jobs allocations under phases four and five to receive either electricity savings reimbursements or contract extensions through June 16, 2010, but not both simultaneously.

Updates expiration and repeal provisions in chapters 316 of the laws of 1997 and 645 of the laws of 2006 to align with the new June 16, 2010 deadline.
