Authorizes the Board of Regents to issue up to 260 charters through a competitive request for proposals process, with issuance scheduled between August 1, 2010 and September 1, 2013

Establishes specific charter issuance limits for each request for proposals period: 32 charters (August 2010), 33 charters (January 2011), 32 charters (January 2012), and 33 charters (September 2013)

Allows the Board of Regents and State University of New York Board of Trustees to issue any remaining unissued charters after September 1, 2013 without limitation on timing or number of charters issued

Permits unused charter allocations from one request period to be added to the next request period if fewer charters are issued than requested

Requires the Board of Regents to make charter issuance determinations no later than December 31 of each year
