Establishes a 19-member task force within the Department of Economic Development to develop a comprehensive statewide plan for reducing health care costs through innovative products and services

Task force must issue a preliminary report within 90 days and a final report within 150 days of the effective date, including an inventory of targeted health conditions, current state resources, and implementation recommendations

Task force composition includes the commissioners of Economic Development and Health as ex-officio members, plus 15 appointed members from the Governor, Senate President, Assembly Speaker, and minority leaders, representing health service delivery, advanced manufacturing, and research and development

Task force is authorized to hold public hearings, request resources and data from state agencies, and has the powers of a legislative committee under state law

Members receive no compensation but are reimbursed for actual and necessary expenses; the act takes effect 30 days after enactment
