Defines "clearly identified candidate," "general public audience," and "labor organization" for election law purposes, with general public audience excluding internal communications to labor union or business organization members only.

Requires political communications costing over $1,000 to clearly identify who paid for them and, for candidate communications, state they are not authorized by any candidate or candidate's political committee.

Establishes independent expenditure reporting requirements for expenditures over $1,000 made by persons advocating election or defeat of candidates or ballot proposals without candidate authorization, with detailed disclosure of funding sources and materials to be filed electronically with the state board of elections.

Prohibits any person, political party or committee from falsely identifying the source of political communications, with civil penalties up to $1,000 or the communication's cost, whichever is greater.

Creates enforcement authority for the Supreme Court to impose civil penalties for violations of political communication and independent expenditure disclosure requirements upon action by the state board of elections.
