Establishes the "Improper Payments Reporting and Reduction Act" requiring executive branch agencies with budgets of at least $20 million to annually identify programs susceptible to improper payments and estimate the dollar amount of such payments.

Mandates agencies report improper payment estimates to the public, Senate Finance Committee, and Assembly Ways and Means Committee by January 1st annually, with reports posted on agency websites.

Requires agencies to submit action plans describing causes of improper payments, corrective actions taken, needed information systems and infrastructure, and steps to hold managers accountable for reducing improper payments.

Establishes an Improper Payment Estimate Guidance Group chaired by the Director of the Budget, including the State Inspector General and other officials, to develop implementation guidelines within 180 days of enactment.

Applies to state fiscal years beginning April 1, 2011, with improper payment estimates required in agency budget submissions starting April 1, 2012.
