Authorizes Schuyler County to convey an easement through Seneca Harbor Park to Seneca Harbor Place, LLC for lakefront development access.

Easement is located in the Village of Watkins Glen and contains approximately 0.093 acres or 4,054 square feet.

Conveyance is conditional upon Schuyler County acquiring and dedicating a parcel of approximately 2,000 square feet with 200 feet of waterfront on Seneca Lake as parkland.

If the dedicated parkland is less in fair market value than the easement being granted, the County must dedicate the difference to acquisition of new parklands or capital improvements to existing park facilities.

Conveyance cannot occur until the County complies with federal requirements for parkland alienation and obtains approval from the Secretary of the Interior that substituted lands are equivalent in fair market value and recreational usefulness.
