Prohibits distribution of electrical equipment and covered electronic devices (computers, monitors, televisions) containing decabromodiphenyl ether (DBDE) effective December 31, 2010, except those used in transportation equipment.

Bans distribution of all products except transportation and military uses containing DBDE effective December 31, 2012, and bans all products containing DBDE effective December 31, 2013.

Prohibits manufacturing of DBDE effective December 31, 2012.

Exempts used products sold by businesses, charities, or private parties, and allows in-state retailers to exhaust existing stock through sales.

Establishes civil penalties of up to $1,000 per day for first violations and up to $5,000 per day for repeat violations by manufacturers.
