Establishes an Autism Detection, Education and Mapping Program within the Department of Health to promote autism screening, detection, and public education, and to map autism occurrence locations throughout the state.

Requires the Commissioner to make grants to approved organizations including hospitals, health maintenance organizations, autism-focused organizations, and county/city health departments to provide autism screening, detection, counseling, referral services, and data collection.

Mandates a statewide public education and outreach campaign covering autism detection services, screening information, and insurance coverage details for such services.

Requires the Commissioner to develop standards for approved organizations ensuring integration with existing healthcare providers, maximization of third-party reimbursement, and data collection for autism occurrence mapping.

Requires annual reports to the Governor and Legislature beginning December 1, 2011, detailing program operations, autism detection and mapping results, and recommendations for addressing high autism incidence in the state.
