Requires all owner's liability insurance policies on motor vehicles to include reimbursement for non-emergency, Medicaid-certified ambulette transportation services for treatment-related appointments following motor vehicle accidents.

Insurer payment constitutes full reimbursement, and ambulette services cannot charge covered persons or pursue additional reimbursement from them.

Authorizes ambulette companies to accept letters of reassignment of benefits from covered persons.

Establishes reimbursement rates negotiated between insurers and ambulette providers, or at usual and customary charges if no agreement exists, provided rates are not excessive or unreasonable.

Takes effect immediately upon enactment.
